Tom Barnes Named an ESA Vice President

Tom brings more than 25 years of experience in environmental planning and management services with an emphasis on water and wastewater utilities throughout Southern California. His practice focuses on CEQA/NEPA analysis, natural resources management, permitting, and mitigation development, largely for water supply, wastewater, and recycled water infrastructure projects. He manages large-scale consulting teams, highly controversial projects, and complex programmatic-scale environmental documentation. From concept to construction, his team partners with clients to solve complex environmental challenges on water supply projects.

Tom manages teams of biologists, archaeologists, geologists, hydrologists, and environmental scientists working with clients including the Department of Water Resources on the Perris Dam Remediation Program, the Los Angeles Department of Water and Power on infrastructure rehabilitation projects, and the Los Angeles County Department of Public Works on stormwater NPDES Permit compliance.
