October Workshop Will Address Florida Storm Water Issues
A one-day seminar focusing on Florida storm water issues will be held in Tallahassee, Fla., on Oct. 27, 2005. The "Current Issues In Storm Water Regulation" seminar will provide detailed and current information regarding storm water regulations and will provide useful, practical information for all individuals and entities subject to storm water regulations.
This seminar will specifically address storm water regulation issues in Florida, with respect to the Florida Department of Environmental Protection as well as the Water Management Districts. National Pollution Elimination System (NPDES) storm water issues will also be addressed. This one-day seminar will provide detailed and current information regarding storm water regulations and will provide useful, practical information for all individuals and entities subject to storm water regulations. The faculty includes both legal and technical experts in the field.
C. Anthony Cleveland is a shareholder in the law firm of Oertel, Fernandez, Cole & Bryant, P.A. The firm was founded in 1978 in Tallahassee. The firm has extensive experience in local government growth management, comprehensive plan, land development regulations, environmental matters and litigation at the federal, state and local levels of government. Cleveland was previously in private practice focusing on environmental, health care certificate of need litigation and administrative litigation, as well as representation of employers in labor and employment matters. He is a former assistant general counsel with the Florida Department of Environmental Regulation and General Counsel of the Florida Education Association/United. A substantial portion of his practice deals with county utilities, as well as federal and state hazardous waste, hazardous materials and petroleum contamination matters. Cleveland has worked extensively with local government in permitting, agency enforcement and ordinance drafting matters, including wastewater treatment facility permitting, deep injection well permitting, hazardous waste facility operation and closure permitting, as well as appellate litigation. He also reviews and comments on draft foreign environmental laws as part of the American Bar Association Central and Eastern European Law Initiative. He has lectured in the area of environmental matters. Mr. Cleveland received his law degree from the Florida State University College of Law, where he served as a notes and comments editor of the Florida State University Law Review. He is a member of The Florida Bar and the District of Columbia Bar, and is also admitted to practice before the U.S. District Court, Northern District of Florida; U.S. District Court, Southern District of Florida; U.S. District Court, Middle District of Florida; and the U.S. Courts of Appeals, Fifth and Eleventh Circuits.
William D. Musser, P.E., P.H. is vice-president of Tetra Tech-HAI, headquartered in Orlando, Florida. Musser directs technical services consisting of natural resources and ecology, storm water management, environmental planning, site development and civil engineering. He has been providing storm water management engineering services as a consultant since 1984. Musser holds a B.S. degree in environmental engineering from University of Florida and a M.S. degree in biological sciences from UCF. He is a registered professional engineer in Florida, Virginia and North Carolina, and is certified by the American Institute of Hydrology as a professional hydrologist. He is certified by the FDEP as a qualified storm water management inspector. Musser has designed storm water management systems in nearly every county in Florida and successfully permitted and constructed these systems in all of the water management districts and FDEP regions. He serves both private and public clients ranging from master storm water systems for large private landholdings and DRI projects to public master storm water management systems for many cities and counties in the state. Musser has served as the city engineer or storm water management review engineer for nearly a dozen communities in the state and has participated in the rewriting of storm water codes, ordinances, comprehensive plans and procedures manuals. His staff is currently responsible for the compliance reviews of local storm water regulations in the cities of Minneola, Orange City, Daytona Beach Shores, Ponce Inlet, Indian River Shores and Deltona. His projects involve NPDES applications, BMP practices, FEMA floodplain amendments, water quality load reductions, and water quantity attenuation. In addition, Mr. Musser has served as an expert witness on numerous lawsuits, eminent domain takings, public hearings and other legal matters involving floodplain encroachment and regulation, environmental impact, site development, flooding and storm water management.
