Philip Hecht Joins Woolpert as Project Director

Hecht brings expertise in water and wastewater infrastructure and regulatory issues

Philip Hecht, PE, BCEE, recently joined Woolpert as project director for its Infrastructure Management Services division. With this move, Hecht brings over 24 years of experience in potable water treatability, regulatory evaluations and water and wastewater infrastructure assessments and design to the firm.

During his career, he has developed documents in support of the Environmental Protection Agency’s regulatory process, directed numerous Lead and Copper Rule evaluations and water facility vulnerability assessments, and evaluated drinking water facilities for the United States Navy at facilities throughout Europe and the U.S. He also oversaw the Hampton Roads Planning District’s Source Water Assessment Program for 17 local municipalities.

“Phil’s extensive experience, both as a consultant and as the former wastewater administrator for the City of Chesapeake, enables us to provide our infrastructure management clients with an even higher level of service,” said Clarence Robbins, Woolpert senior vice president and director of infrastructure management services. “His understanding of water management solutions is an invaluable addition to the firm.”

Hecht has presented numerous technical papers at national and local seminars ranging in topic from arsenic removal to the impact of total organic carbon on existing residuals management programs. He is a member of the American Academy of Environmental Engineers and American Water Works Association, and is a certified professional engineer and Board Certified Environmental Engineer (BCEE) by the American Academy of Environmental Engineers.
