Regan McDonald Joins PBS&J's Federal Planning Program

Professional engineer currently leading Belvoir New Vision joint venture contract

PBS&J has welcomed Regan P. McDonald, P.E., as a senior program manager in the firm’s federal services division.

A retired career officer in the U.S. Army Corps of Engineers (USACE), McDonald has more than 20 years of experience in engineering program management, facilities and maintenance management and master planning. McDonald is currently leading the Belvoir New Vision joint venture contract, which encompasses a wide range of professional services to facilitate Fort Belvoir’s successful execution of Base Realignment and Closure (BRAC) 2005.

McDonald’s service involved a variety of positions, including deputy commander of the Detroit District USACE; assistant professor of civil engineering at West Point; advisor to the Iraqi Ministry of Water Resources, Coalition Provisional Authority, Baghdad; and chief of staff of the National Geospatial-Intelligence Agency’s New Campus East Program Office. McDonald also recently served on the industry advisory panel for the Department of State Overseas Building Operations and is president of the Northern Virginia Post, Society of American Military Engineers.

"Regan’s extensive experience will be particularly valuable in PBS&J’s ongoing support of the Belvoir BRAC installation, one of the most important projects in northern Virginia in recent history," said Ken Kost, a PBS&J vice president and manager of federal planning services. "The complicated and dynamic nature of this assignment requires the diverse planning, engineering and program management skills that Regan’s background provides."
