Sedona, Ariz., Seeking Citizen Input
The public works department in Sedona, Ariz., has asked the public to share opinions regarding the storm water pollution reduction ordinance to be considered by city council members the evening of Tuesday, Nov. 13. The ordinance aims to define proper and illicit discharges and provide the basis for dumping enforcement programs.
Businesses, residents, construction site crews, government agencies and tourists would be affected by the ordinance, as it would add a new section to the city code.
The city of Sedona, under the federal Clean Water Act (CWA), had to submit a notice of intent to comply with the Arizona Department of Environmental Quality storm water permit. This permit allows Sedona officials to discharge storm water to Oak Creek and its tributaries. The ordinance was drafted as a part of the Sedona storm water quality management plan developed under the notice of intent.
Considering the implications of CWA violations, city staff recommends that general penalty enforcement begin nine months after the ordinance draft is approved. In fact, Sedona could enforce penalties immediately in cases of severe violations.
