Wisconsin Village Formulates Storm Water Action Plan

New utility would bill for runoff
Holmen, Wis., has put together a storm water action plan that includes the establishment of a storm water utility and tax bills for previously unbilled properties. The village board is set to adopt the action plan at its meeting Thursday and have a storm water utility in place in time for 2008 first-quarter billing.

The proposed storm water utility would bill all property owners, including schools and churches, for the runoff generated from their land. Properties with large, hard-surfaced parking lots and buildings with large roofs would be especially affected, as these features tend to increase runoff. Ultimately a detailed survey and formula would determine billing rates.

"The average resident should be happy and should save some on their taxes," said Holmen administrator/clerk Catherine Schmit.

Trustee Nancy Proctor, however, predicted that some area businesses will not be pleased with the storm water action plan.

Wisconsin state law has municipalities establishing storm water run off plans so as to reduce water pollution stemming from parking lots, streets, rooftops, lawns and the like. Adoption of the proposed Holmen action plan is a first step in educating residents and involving them in enacting a storm water ordinance.

""This will be a very open process, and every effort will be taken to educate the community," said trustee Mark Seitz.
