Troy, NY announces start of major transmission line replacement

Mayor Madden announced the start of a multi-year effort to replace critical water transmission lines between the city's reservoir and water treatment plant.

TROY, NY – On Monday, May 10th, the City of Troy officially broke ground on phase 1 of a multi-year effort to replace critical water transmission lines that connect the City’s Tomhannock Reservoir to the Water Treatment Plant. Mayor Patrick Madden announced the start of the major water infrastructure project to preserve the reliability of the City’s water infrastructure network for another 200 years.

During phase 1 of the project, two 36-inch diameter pipes totaling 43,000 linear feet will be installed. Phase 1 construction is scheduled to take between 18 – 24 months to complete. The city released video of preliminary site work associated with the project, including staging of equipment and materials, found at the bottom of this article.

Mayor Madden said, “Replacement of the transmission mains between the reservoir and water treatment plant is one of the most consequential and important infrastructure projects the City has undertaken since the water treatment plant was built over half a century ago.”

Mayor Patrick Madden was joined by officials from the City’s Department of Public Utilities, and state & local representatives for a press conference and ground-breaking ceremony to kick-off the $39.34M infrastructure project. The project is being funded with a $10M Intermunicipal Water Infrastructure Grant (IMG) and $29.34M short-term market-rate financing (SRF) from NYS Environmental Facilities Corporation (EFC).

Environmental Facilities Corporation (EFC) President and CEO Joseph Rabito said, “Since 2011, EFC has helped communities in Rensselaer, Albany and Saratoga counties invest in more than 55 water infrastructure projects through grants and low-cost loans worth $369 million, including more than $39 million for this critical water line. Today’s groundbreaking here in Troy is the start of a project that will improve water quality for thousands of New Yorkers when it is completed.”

The City of Troy’s Tomhannock Reservoir is a 5.2 mile long, man-made reservoir located approximately 6.5 miles northeast of the Collar City. It provides over 21 million gallons of clean water daily to 135,000 customers in Troy and nine communities across three Capital Region counties (Albany, Rensselaer, Saratoga), including the City of Rensselaer, the Towns of East Greenbush, North Greenbush, Brunswick, Schaghticoke, Poestenkill, Halfmoon, and the Villages of Waterford and Menands.
